Protecting Our Most Vulnerable

Project Lifesaver

A nationally recognized program, Project Lifesaver provides tracking technology to help quickly locate individuals with autism, Alzheimer’s, and other conditions who may wander. This program has already made a meaningful impact in protecting some of Clinton County’s most vulnerable residents and providing peace of mind to families.

Crisis Response Partnerships

The Sheriff’s Office has partnered with organizations like Behavioral Health Services North (BHSN) to ensure individuals in crisis receive the help they need. This collaboration provides alternatives to traditional law enforcement responses, connecting people with mental health resources and support services.


Strengthening Public Safety & Emergency Response

Regional SWAT & Special Operations

Under Sheriff Favro’s leadership, the Special Response Team has expanded into a multi-county partnership, working collaboratively with four counties and assisting local, state, and federal agencies. This regional approach ensures rapid, coordinated responses to critical incidents.

Threat Assessment & Prevention

The Clinton County Threat Assessment Management Team—established by New York State and led in part by the Sheriff’s Office—brings together law enforcement, emergency services, and mental health professionals to proactively identify and prevent potential threats before they occur.

Active Shooter & Emergency Training

The Sheriff’s Office has conducted nearly 30 active shooter and workplace safety trainings for local organizations. Deputies also work closely with schools to prepare for emergency scenarios, including bus safety and large-scale events, ensuring readiness across the community.


Supporting Victims & Strengthening Community Safety

Domestic Violence Prevention & Response

Through a formal partnership with STOP Domestic Violence, deputies receive specialized training in lethality assessment—helping identify high-risk situations and protect victims of intimate partner violence. This collaboration also improves communication and support services for those in need.

School & Community Safety Initiatives

The Sheriff’s Office has implemented patrols focused on school bus stop violations and continues to work closely with schools to enhance safety for students and families throughout Clinton County.

Marine Patrol Investment

Working with federal partners, including Congresswoman Elise Stefanik, the Sheriff’s Office secured $500,000 in funding for a state-of-the-art marine patrol vessel. This investment strengthens safety and emergency response capabilities on Lake Champlain.

Ferry & Water Emergency Response Training

Deputies regularly train with the Lake Champlain Ferry system to respond to waterborne emergencies, ensuring preparedness for both medical and law enforcement situations.


Professional Standards & Innovation

Pursuing New York State Accreditation

The Clinton County Sheriff’s Office is actively working toward New York State accreditation for both patrol and corrections divisions—demonstrating a commitment to the highest professional standards and continuous improvement.

Efficient & Fair Civil Enforcement

The Sheriff’s Office has adopted updated eviction procedures aligned with guidance from the New York State Attorney General. This approach improves efficiency, reduces costs, and allows for a more respectful and streamlined process for both landlords and tenants.

Supporting STOP-DWI Enforcement

In partnership with the District Attorney’s Office, the Sheriff’s Office is working to recover court-mandated DWI fines, helping fund continued enforcement efforts and improve roadway safety across the region.
